`setup-labels.sh` also sets `gh repo edit --delete-branch-on-merge` so GitHub auto-removes merged head branches.
**Label convention:**
| Label | Meaning |
|---|---|
| `agent-ready` | The issue is safe to pick up. Attached **last**, after the spec is complete, by a human (or via `/loop-issues`). The dispatcher never adds it on its own |
| `agent:claimed` | The dispatcher owns it. **Do not add/remove by hand** — the loop manages the lifecycle |
| `P0` / `P1` | Priority — set **per topic (epic)** and inherited by the leaves (never scored per leaf). There are only **two** tiers (`P2` was retired 2026-09-13). `P0` outage/blocking (the whole loop waits on it) · `P1` the default = everything that is not P0 (a leaf inherits its epic's P verbatim; standalone issues land here too). Missing = the same bin as P1. Order inside one bin is oldest-first (FIFO). **Never attached to the epic itself** — an epic's priority is expressed through its leaves |
| `blocked-by:<N>` / `Blocked by #N` | Dependency. Either the label or a dedicated body line; a blocker that is still OPEN keeps the issue out of dispatch. `<N>` is an **issue** number, and the gate auto-clears when the blocker closes |
| `Epic #N` | Topic link. A **dedicated body line** on each leaf of an epic (same shape as `Blocked by #N` — line-anchored, one per issue, case-insensitive). The dispatcher picks from the epic already under way f
